County engineer reports small cost overrun on overlay project; Dike Road contract ready for execution

Susan Eugene, the county engineer, told commissioners the 2026 countywide pavement overlay project required additional material in rutted sections and that change order No. 1 reconciles an overrun of $20,480.95.
"We had an overrun in the total of $20,480.95," Eugene said, adding that rutted areas needed more material to achieve an even surface across the top.
Eugene also briefed the board on the Dike Road project, saying the county received 11 bids and will execute a contract with North Cascades Excavating; she described the winning bid as well below the engineer's estimate and said the contract was placed on the agenda for execution rather than the consent calendar.
The board heard the reconciliation and contract execution item as routine project closeout and procurement administration; no formal vote was recorded at the briefing, and staff indicated the items will appear on the public agenda for action at the scheduled meeting.
