Sherman committee posts RFP Q&A, sets July dates for architect selection

The Town of Sherman Senior Center Building Committee met July 7 to finalize responses to questions for the senior center RFP and to set deadlines for architect selection and bids. Joel Bruzinski, acting as temporary chairperson, called the meeting to order at 7:04 p.m. and said the committee would not name an architect during the session.
The committee worked through 14 written questions that will be posted with the RFP Q&A on July 10. On whether a proposed new well would qualify as a Transient Non-Community Public Water System and require a distinct operator, the committee collectively replied, "No, the committee does not believe so." The panel said they currently assume the new well will supply project needs without additional storage or treatment but that final determination awaits drilling and testing.
The committee said it was unaware of water-quality problems with the church well cited in the RFP but acknowledged that a nearby school well had previously been judged unsuitable for potable use. On expected sanitary flows, the committee said it felt the project "would not need more than 2,000 GPD," a threshold that triggers State DPH review if exceeded; the committee did not indicate the system would approach the 7,500 GPD level that would require CDEEP review.
Several technical items remain unresolved: the committee said it needs to confirm whether the test pits and perc tests in Artel Engineering's preliminary design were witnessed by the local sanitarian or state DPH and whether those records are public; it also said it must confirm whether wetlands have been flagged and whether the project falls within the Town's Upland Review Area. On geotechnical and survey work, the committee said it would confirm with Trish whether those services are complete or must be supplied by bidders.
The committee agreed to provide fillable Word versions of Exhibits A, B and C on request and clarified that the "staffing matrix" in the RFP refers to the proposed project team and roles. When asked about prevailing-wage exemptions under CT CGS-31-53, the committee said no exemptions are anticipated.
Don Lowe told the committee Hawley Construction has expressed continued interest in the project. Bob Ostrosky urged that the new architect be selected first and raised concern that Hawley Construction "may not want to work with the new architect." The committee confirmed the following schedule: July 10 — Q&A posted; July 17 — all bids due; July 21 — special meeting to select an architect; July 22 — new architect to be notified.
The meeting was adjourned at 7:37 p.m. by Bruzinski. The finalized Q&A will be circulated to committee members by email before posting.
