Staff member Michelle summarized Florida House Bill 1451 and its implications for municipalities that provide water beyond their boundaries. Michelle told the commission the bill requires additional public meetings for affected areas, annual reporting to the Public Service Commission and creates limitations on governance of extraterritorial services. "It plans to strengthen state oversight of municipal utilities that serve customers outside their boundaries," she said.
