Animal-services staff outlined proposed ordinance changes to require leashes in neighborhoods (beaches exempt), limit single-point tethering in favor of a trolley system, require spay/neuter and microchipping for many impounded animals, add a proactive "menacing" classification, and set new hold and ventilation rules for animals in vehicles.

Lori, the county animal-services representative, gave commissioners a briefing on proposed changes to Glynn County's animal-control ordinance intended to shift enforcement from reactive to proactive approaches. "The new ordinances would require them to be on a leash," Lori said, clarifying the change would not apply to beaches and that exceptions in the existing code for verbal obedience would be removed.
