Planning commission adopts 2026 administrative code updates and codifies director interpretations

Jim Rogers, Long Range Plan supervisor, presented the Department of Community Development’s proposed 2026 administrative code updates on July 21. Rogers said the edits are intended to resolve conflicting provisions, improve clarity and codify certain director interpretations without changing policy intent.

The package included eleven administrative clarifications (for example, clarifying tree canopy credits and adding a footnote to a reference table), small changes to multiple definitions (adding co‑living to group living language and side‑by‑side units to multifamily), and three director interpretations: rules for leasing parcels for wireless communication services, guidance on replacing nonconforming structures (replacement limited to no more than 10% larger than the original in specified circumstances), and an interpretation clarifying setback and landscaping authority for certain uses.

Commissioners reviewed the change matrix line‑by‑line and asked for clarifications on how revised language maps to code sections and cross‑references. Commissioner questions about tree canopy prompted staff to note that broader code changes to tree policy were outside the limited scope of this package. The commission voted unanimously to approve the administrative edits and the findings of fact.

What’s next: staff will transmit the adopted administrative edits to the Board of County Commissioners for further processing and the items will be scheduled for adoption steps according to the county’s ordinance timetable.
