Milton planning staff present zoning use‑table fixes and accessory‑use rules; council asks for clearer language

Planning Manager Stahlnecker presented a staff summary of PLN2026‑3 on July 20, a package of amendments to Milton Municipal Code chapter 17.44 intended to restore missing cross‑references in the zoning use table and to clarify rules for accessory uses.

Stahlnecker said the proposal adds the missing section references so drive‑thrus and outdoor sales are treated consistently as accessory uses in commercial zones and clarified that outdoor storage is limited to certain manufacturing and community‑facility zones. He also proposed replacing references to Sumner with Milton for animal shelters, kennels, pet shops and grooming parlors now that animal services are returning to Milton.

Council members sought clearer public materials. Council Member Miles asked that staff include live links and definitions in the packet to help residents find the code and understand terms such as “outdoor storage.” Council Member Roberts asked whether the reference to MMC 6.04 related to the fee schedule or to the animal control chapter; Stahlnecker clarified that MMC 6.04 is the animal control chapter that contains licensing and facility rules.

Members also raised ambiguity in the temporary outdoor‑sales language: Roberts noted the draft could be read to permit year‑round temporary sidewalk sales and asked whether staff could cap days per year or otherwise narrow the language. Stahlnecker said the intent was to allow seasonal flexibility but staff can return with tightened language, size limits or time caps.

The council closed the public hearing with no public testimony and scheduled further discussion of the ordinance for Aug. 3. Stanton: staff will provide links to the use table and bring refined language back to the council for action.
