The Planning and Zoning Commission voted Feb. 6 to deny the Heritage Crossing preliminary plat after city staff told the commission the submittal had been processed incorrectly as an administrative plat but exceeds the four-lot threshold for that procedure and therefore requires a preliminary plat with additional documentation.
