Council approves sole-source procurement recommendation for hydro refurbishment

The Preston City Council approved a recommendation to pursue a sole-source procurement with Canyon Hydro (a division of Canyon Industries, Inc.) to refurbish the city’s hydro turbine, nozzle, deflector and generator.
City Attorney Lyle Fuller advised the council that the scope and technical requirements of the refurbishment mean the project must go out for bid under procurement rules, but that Canyon Hydro appears to be the only known vendor capable of restoring the equipment to original performance standards. Fuller recommended awarding a sole-source procurement and publishing the required public notice so other potential vendors can challenge the determination under Idaho law.
Public Works Director John Balls told the council he is not aware of any other U.S. company that performs the required work and said Canyon Hydro has performed work for the city in the past and "do good work." Based on that input, the council moved and unanimously approved the sole-source procurement recommendation, with the city to satisfy notice requirements.
