Greene County selects developer for Lawson Green site after bidders present alternative density plans

Greene County commissioners reviewed two responsive bids for redevelopment of the former Lawson Green Industrial site and voted to move forward with awarding the request for proposals after hearing presentations from both companies.
County Manager Mister Cannon introduced the firms and asked the bidders to present. Tom White of Axiom (Speaker 3) described a phased approach that would allow the developer to begin work on rear lots while completing additional civil work in parallel. "We could probably have the 1st… I feel comfortable saying 6 months…" Speaker 3 said when asked about a near-term timeframe for initial work.
Gordon Horn of 1st Flight (Speaker 8) said his team had identified the property previously and proposed two purchase options: a baseline plan based on 68 lots and an alternative, higher-density plan that would raise yield to about 119 lots. Speaker 8 said the higher-density plan would require county support for increased density and additional engineering but could significantly raise the county’s total return.
Manager Cannon reported that one bidder raised its offer by $100,000 in follow-up discussions—"he said his bid was…he would take it up to 790,000," Cannon said—reflecting a $100,000 increase over the prior figure discussed in the bid process. Commissioners discussed the trade-offs between a higher per‑acre sale price and the potential tax‑base gains from increased density.
After brief discussion and a motion, the board voted to award the RFP as presented and approved moving to the next steps; staff were directed to follow up with the selected developer and to evaluate the higher-density alternative for potential additional revenue to the county.
