Putney selects ordinances, signs onto state roads grant program

The Putney Selectboard adopted two town ordinances and authorized a state road grant letter of intent at its May 14 meeting.

The board voted to adopt an ordinance controlling the use of alcoholic beverages on town property after the Selectboard discussed statutory citations and wording. The ordinance was moved by Aileen Tulloch and seconded by Peg Alden; the motion passed. Resident Howard Fairman raised a concern about a statutory citation and the difference between "unsealed" and "unopened" containers; the board noted his comment for later technical review. The ordinance references municipal authority under 24 V.S.A. § 2291; the precise subsection cited in the draft will be checked for accuracy.

The board also adopted an ordinance establishing and implementing a program to charge mitigation rates. Fletcher Proctor presented the draft; Aileen Tulloch moved adoption and Fletcher Proctor seconded. Resident Howard Fairman asked whether insurance or mutual aid from other towns might cover such costs; the board adopted the ordinance with no further amendment recorded.

Separately, the Selectboard authorized a letter of intent for the State Fiscal Year 2026 Municipal Roads Grants‑In‑Aid Program. Town Manager Karen Astley explained the program allows Putney to pursue $31,875 in grant funds, with $25,500 provided by the state and a required town match of $6,375 due May 23. Fletcher Proctor moved to approve the letter and to authorize the Town Manager to sign; Rebecca "Bex" Slattery seconded and the motion passed.

Next steps: staff will verify statutory citations and ordinance wording raised during discussion, and the Town Manager is authorized to submit the grant paperwork and manage the matching funds requirement.
