After a site inspection and document review, the commission found the two older Orders of Conditions for 1 Mill Street satisfied and voted to issue Certificates of Compliance (DEP 1440220 and 1440223) with permanent special-condition language noted.

The Dover Conservation Commission voted to issue two Certificates of Compliance for 1 Mill Street (DEP 1440220 and DEP 1440223) after staff reported both projects met the original orders of conditions. The agent said the permits' requirements were satisfied and that the COCs “should clearly state that the [permanent special] conditions apply in perpetuity.” The motion to issue the first certificate passed with unanimous support.
