Council examined the whole‑building life‑cycle analysis pathway, contrasting an absolute reduction requirement with a relative baseline approach. Roger Haringa noted that an absolute threshold (he cited "500 kilograms per square meter" as an example) would likely be a low bar for many projects and could make the pathway effectively a reporting exercise for now.
Members pressed for clarity on how a baseline building would be defined. "When we talk about baseline building...what's it made of?" Vikram Sami asked, noting that differences in structural systems, cladding and other components could skew comparisons. Jay Arnold pointed to the draft definition that suggested the baseline be functionally equivalent in size, location and thermal performance, but members said that protocol needs greater definition.
Discussion also covered which life‑cycle modules would be included (A1–A3 product stages vs some B and C stages) and the software used for LCA; Vikram noted Athena is free and that other tools (Tally, One Click) are paid. Council members asked sponsors to clarify baseline protocols, module scope, and the practical cost of compliance so jurisdictions and practitioners can evaluate the approaches.
