Staff said the report satisfies ORS accounting requirements and explained the city charges only improvement SDCs (to be used for future capital improvements) rather than reimbursement SDCs (repayments for completed capital items).
The presentation noted transfers of street and storm SDC revenues into the street construction fund to support the Dakota Street signal project. No council action was required; the report was provided to fulfill statutory reporting obligations and to inform council budget and capital planning.
