City staff presented the FY 2024–25 System Development Charge (SDC) annual report for council information only. Staff said the report satisfies ORS accounting requirements and explained the city charges only improvement SDCs (to be used for future capital improvements) rather than reimbursement SDCs (repayments for completed capital items).
