A commissioner asked about a pedestrian-center improvement noted in the activity report and whether the city planned to add "more blinking lights." A staff member said, "there'll be the rapid flashing beacon like there are at Central Park," and identified proposed beacons at Abbey's and at Mardana, prompting concerns about visibility for pedestrians wearing dark clothing.
