Payton Allen asked for a payment plan for an unpaid utility bill and indicated he is on a fixed income. The council approved "Option #2," which schedules payments across January through May in stages and requires Allen to continue paying his regular monthly bills during that period. Councilmember Wiford moved to accept Option #2 and Councilmember Sykes seconded; the motion carried.
