The commission voted to adopt rule changes to the Statewide Transportation Improvement Fund (STIF) program after a year of advisory‑committee work with transit providers. Ben Goldberg, STIF program manager, described two central changes: a standardized oversight process for qualified entities over subrecipients with a formal dispute‑resolution path, and a contractor‑classification test so smaller contractors can be treated under a streamlined oversight regime rather than full subrecipient requirements.
