Council authorizes construction management, software integration and engineering support for plant build

To support the construction phase, council authorized multiple task orders under existing contracts. The council approved a task order with Jacobs Engineering for construction management (task order under existing contract) and a separate task order for process control software integration; it also approved a task order for Ardura (engineer of record) to provide construction‑phase engineering support.
Jason Van Gilder described these as necessary roles for a project of this magnitude: the construction management team will handle daily observation, pay estimates and scheduling; the software integration team will program control logic and user interfaces; and the design engineer will provide technical oversight to ensure the built work conforms to the design. Each task order was approved unanimously; staff said these are time‑and‑materials task orders and the packet includes not‑to‑exceed figures for council review.
