Presenters discussed typical pitfalls — incomplete findings, undisclosed contacts and failure to record rationale — and urged commissioners to document reasons for decisions clearly to reduce the risk of remand on appeal.
The session wrapped with an offer of staff support to draft rules of procedure and to provide staff reports for hearings so that all commissioners receive the same materials in advance.
