Council authorizes settlement agreement in disputed mixed‑use permit

The Eden Plus City Council voted July 13 to authorize the mayor to enter into a settlement agreement resolving an appeal to a mixed‑use development permit between developer QMC (referred to as Cortera in staff remarks) and neighbor David Grampa.
City Attorney Joanna told the council that most third‑party appeals had been dismissed and that QMC and Grampa "have reached that agreement in that matter today, and both have signed the agreement." Joanna recommended council approval and asked the council to go into executive session to discuss litigation under RCW 42.31.110(1)(i). After a roughly 10‑minute closed session, the council returned and approved Resolution 1883 by voice vote. Joanna said the settlement terms "are none of which are monetary on the part of the city."
