Fairfax County allows building-by-building stabilization for multi-phase projects in new TDM rules
Under revised TDM guidance, multi-building developments can now enter the applicant control period on a per-building basis if a building is one year post-buildout, reaches 85% occupancy, and records three consecutive qualifying trip counts.
