Shelley identifies lead service components; EPA mandate, inventory push replacement work

City engineering staff told the April 8 hearing that parts of Shelley’s distribution include short run sections of lead pipe between the main and residences and that galvanized fittings downstream of lead can concentrate and later release lead into homes. Dave Noel, the city engineer, said the EPA required a lead service inventory by 2024 and the city’s inventory work put it early in the state’s queue for assistance.

Noel described the health rationale and technical details: when galvanized pipe follows lead components, the galvanizing can “trap lead and concentrate over time and then it can release into the home becoming a lead hazard for the community.” He said roughly $28 million of the estimated project cost is specifically allocated to replacing lead and copper lines. The council’s funding plan — grants plus subsidized loans — is intended to support the required inventory, replacement planning, in‑home sampling and eventual replacement work. City staff emphasized the replacement work is driven by federal and state mandates rather than discretionary policy.
