Charter panel agrees to strike contested municipal-powers clause

"Strike all of number 2," one committee member said during the line-by-line edit session; members responded in agreement and moved on to subsequent portions of the charter. The committee did not debate any replacement language for that subsection at the meeting and left the excerpt removed in the working markup to be included in the draft sent to the town attorney.
