Board members spent an extended portion of the meeting discussing the annual report's power‑supply presentation and how retirement of renewable energy certificates (RECs) should be displayed. Several commissioners said the pie chart as drafted risks implying that all contracted sources (hydro, nuclear, wind, solar) are fully claimable as "renewable" when in fact only retired certificates permit that claim. One commissioner warned the current slide could mislead customers and suggested the report either separate the two points or provide a second visualization showing precisely what portion of purchases are retired.
