The Town Board formed the Hopewell Railroad Water Improvement Area after a town-engineer presentation and public hearing. Engineer George Kronk said the improvement area includes 99 parcels, requires about 7,500 linear feet of 8‑inch main, roughly 17 hydrants and about 68 current residential service connections; the estimated total project cost is just over $6,000,000.
Kronk said the district formation is required before the town can apply for state grants or 0%/low-interest loans. Using a financing example with $3,000,000 in grant/0% loan support and a $3,000,000 bond, the engineer estimated a typical property would see an annual charge of about $1,198 (roughly $100/month). He cautioned that with market-rate interest the annual per‑property cost could rise to roughly $1,800–$2,000. "If we don't get the $3,000,000, I don't see how we could move forward with this project because ... it would then be practically double that," the engineer said.
At the microphone residents pressed about mandatory abandonment of private wells, design details and traffic disruption during construction. The board and engineer said New York State requires abandonment (grouting) of private wells once a service connection is made and that some minor boundary adjustments are legally allowed but properties generally cannot be removed arbitrarily once the district is formed. The board closed the hearing, voted to adopt resolutions needed to form the district and said it will pursue grant applications and engineering services next.
The board said schedule contingencies remain (permits, DOT coordination) and that construction, if funding and permitting proceed, would begin after design next spring with a 7–9 month build estimate. Homeowners should expect the town to install meters and curb-stop assemblies; long-term in‑house service-line maintenance is the homeowner's responsibility.
