Staff presented a proposal to merge section 10-58 (animal protection) with section 10-59 to eliminate redundant language and improve clarity. "So section 10 dash 58 is called animal protection... I moved that down to, 10 59 and just combined the 2," the Staff member said, explaining the change was chiefly organizational.
