Jill Parrick of TSW presented a high-level overview of the draft comprehensive plan update, describing the public-engagement process, the plan structure and the six strategic priorities that shaped recommendations. She said the project began in early January 2025, produced 172 survey responses and more than 200 interactive-map comments, and included case studies and an implementation matrix.
Parrick told trustees the plan is intended as a 20-year horizon policy document and an "action playbook" that links priorities to recommended actions, partners and time frames. The six strategic priorities she highlighted were infrastructure and public safety; sustainable growth and environmental stewardship; economic diversification and local business support; housing attainability; community character and connection; and parks, trails and amenities. She also described an updated future land-use map with increased opportunity for commercial uses along Highway 259 and a housing toolbox for workforce options.
Parrick said the next step is to schedule a Planning Commission public hearing and then return the draft to the Board of Trustees for formal consideration. Trustees praised the level of public engagement and accepted the presentation as a discussion item; no formal action was taken at this meeting.
