Annie Greening, Principal Planner for the City of Lake Worth Beach, presented the application for PZB 25-00000004 and said staff found the request consistent with the Land Development Regulations if conditioned. "The request is to participate in the Affordable Workforce Housing Program, Tier One, by income restricting that reduced size unit," Greening said, adding that the unit was created before the applicant purchased the property in 2024 when a Florida room had been converted into a third dwelling unit.
Greening told the board that staff recommended approval with five conditions: obtain site plan and building permit approvals within one year, complete a minor site plan for after-the-fact permits, record a covenant restricting the reduced-size unit by income with annual monitoring, resolve any outstanding code cases and fines within a year, and apply for an address for the third unit before a business license is issued. Board members asked whether all three units would be income-restricted; staff replied that only the reduced-size unit would be income-restricted. The board voted unanimously to approve the request on a motion by Henry Pawski, seconded by Dave Mathews. The approval includes the staff conditions and standard monitoring to ensure the unit remains restricted as required.
The decision allows the property, previously a duplex, to remain with three dwelling units under the City's Affordable/Workforce housing program while the reduced-size unit is recorded as income-restricted. Next steps include the applicant submitting a minor site plan and recorded covenant and obtaining building permits to finalize the legal status of the third unit.
