Staff described Ordinance 1899 as a temporary incentive (through June 30, 2028) to reduce administrative and minor-use permit fees for new retail, restaurant and lodging businesses that occupy commercial spaces left vacant for at least six months. Under the draft, qualifying applicants would pay a $50 reduced administrative permit fee or a $500 reduced minor-use permit fee depending on approval type.
