Contract operators Justin Lenhart and Rick Goodney presented a facility assessment, described deferred maintenance and operational concerns, and proposed a phased contract starting Dec. 1 to bring the plant into compliance, train in‑house staff toward certifications, and replace or repair key equipment; council directed staff to continue negotiations and consider a special meeting to finalize a contract.
