Council advances EV charging workforce and certification ordinance to second reading
Jul 24, 2026
Council moved to second reading an ordinance that would require EVITP (or equivalent) certification for contractors on city‑funded EV charging installations above a 25 kW threshold and direct reporting on compliance and community benefits, exempting small residential projects.
The full story
Council heard a committee staff summary and a sponsor presentation on an ordinance to add a new city code chapter establishing workforce and training requirements for city‑funded electric vehicle (EV) charging infrastructure (document 2026‑209). The proposal requires contractors on covered installations to hold licensing and EV infrastructure training program (EVITP) certifications or equivalents; for installations supplying 25 kW or more, at least 25% of electricians on site must hold EVITP/equivalent credentials. Single‑family homes, townhouses and small multifamily buildings (4 units or fewer) are exempt.
