Staff presented a plan to simplify and consolidate multiple urban medium and high residential zones into three new ranges: R-24 (18'24 units per net acre), R-36 (24'36) and R-50 (40'50). Elizabeth Decker explained the numeric suffix indicates the maximum permitted density and that the new scheme is intended to "pick up where the R-1 zones leave off" after 2024 changes expanded middle housing in low-density areas.
