Clark County staff on Monday previewed draft changes to Title 40 that they say are designed to create more multifamily housing capacity and bring the county into compliance with recent state housing laws. County planning consultant Elizabeth Decker said the county currently has capacity for about 7,000 homes affordable to households earning under 80% of AMI but must add capacity for roughly 26,500 such homes under the state planning tool referenced in the presentation: "We need to create new capacity for those, and the county only currently has capacity for about 7,000." Staff tied the code work to the 2025 comprehensive-plan update and the Housing Options Study and Action Plan (HOSAP) adopted in 2022.
The draft bundle includes nine topic areas, staff said, focused on simplifying zone categories, concentrating multifamily uses into a smaller set of zones and adjusting standards (parking, open space, amenities, and special housing types) to improve feasibility and livability. County Manager Oliver Jack and planning staff emphasized the work is informational and will return in refined draft form for public comment and planning-commission review this summer and a fall adoption process.
