Deputy Fire Chief Scott McKnight asked the council to repeal local fire-code chapter 15.04 (Ordinance 11‑07) because the city does not have a certified fire marshal and instead contracts with the Oregon State Fire Marshal’s office. McKnight said that if the city adopts and keeps the local code, the state could not enforce it; repealing the chapter preserves state enforcement through the contract.
