McKnight said that if the city adopts and keeps the local code, the state could not enforce it; repealing the chapter preserves state enforcement through the contract.

Staff will process the repeal so the city continues to rely on the Oregon State Fire Marshal for fire‑code enforcement rather than maintaining a locally adopted code that it cannot staff with a certified marshal.
