The Santa Rita Union Elementary Board adopted both the level-1 school facility fees and the level-2/3 justification study and approved an exemption from CEQA after opening and closing public hearings with no public comments; both motions passed 3-0.

At a pair of public hearings, district staff presented a level-1 school facility needs analysis (the statewide formula-based fee) and the level-2/3 justification study (a local-data-driven request to set fees higher than the level-1 amount). The board opened both hearings, recorded that no public comments had been submitted, and closed the hearings before taking action.
