Committee members used the packet review to press agency staff on procurement method choices and staffing capacity for mega-projects. One commissioner said projects with major complexity warranted nontraditional delivery; another said the agency must learn lessons about whether the selected contractor and procurement method produced the best outcome. "I really can't say on that one," a procurement representative said when asked whether the selection yielded the right contractor, adding that complex bridge rehabs sometimes require approaches beyond the low bid.
