Council members press for data after bill would remove annual DHHS reporting requirement

During consideration of Bill 12-26, the committee’s chair asked what accountability or transparency mechanisms would replace the statutory reporting requirement the bill would remove. The chair said, “If the bill simply aligns county code with existing practice, what accountability or transparency mechanisms replace the statutory requirements that are being removed?”
Kim Mayo, senior administrator for the Community Support Network, responded that DHHS conducts an annual wage survey and compiles standardized customer-satisfaction surveys sent by providers, and that the department can share those data with council staff. Mayo also said the department’s payroll checks are not a full audit but serve to verify that providers pay at or above the county minimum wage on a routine basis. Committee members asked staff to supply the most recent compiled reports to the committee.
