Dr. Elizabeth Carroll, a member of the School Committee, told the Capital Improvement Planning Committee that sending CPF-eligible projects first to the Community Preservation Committee could create scheduling delays and require departments to plan farther in advance. Carroll asked members to consider the operational impact of that sequencing while the committee reviewed the FY27–31 capital requests.
