Business administrator: Morgan projects moving forward; WPU increase offset by enrollment leads to net decrease

Scott McMillan, the district’s business administrator, presented updates on three capital projects and a near-term funding outlook.
McMillan said Morgan Middle will begin phased demolition with asbestos remediation beginning on the 15th and noted utility work and site fencing are in place. He reported awarding a water-connection contract to John Wilkinson to connect Oregon High and Oregon Elementary to a pressurized secondary system and said maintenance-shop construction on Commercial Street is nearly complete with paving scheduled and occupancy anticipated shortly. On funding, McMillan summarized legislative estimates and said that although the state increased the WPU (weighted pupil unit) value by about 4%, Morgan’s enrollment decline exceeds that increase and the district expects an approximate $162,000 net decrease in WPU revenue for the coming year.
"So our WPU will decrease by about a 162,000, overall," McMillan said. He asked the board to stay tuned for final budget figures and warned that the district may need to consider rate adjustments to capture new local property-tax revenue generated by recent North End developments.
