City updates stormwater code to match state rules and allow administrative fee alignment

The council approved updates to the city’s stormwater code on June 3 to conform to state legislative changes and streamline local permitting and enforcement processes.
Jason (speaker 21) from public works explained the Legislature’s changes required municipalities to standardize enforcement escalation and fine schedules and accept electronic compliance inspections performed by operators. The proposed ordinance removes a duplicative locally issued stormwater permit where the state permit already applies, and aligns the city’s small-source control approvals with the state’s current approach.
City staff (Ken and others) proposed a minor amendment so that the city’s fine schedule would be administratively adjusted to match state-adopted rates, avoiding the need to amend the ordinance each time the state updates its schedule. Council adopted the ordinance with language allowing the city to administratively maintain parity with state fines. Members commended public-works staff for achieving compliance and maintaining the city’s program.
The change is procedural and meant to reduce duplication, clarify enforcement discretion, and ensure the city remains compliant with state Department of Water Quality expectations.
