Planning commission conditionally approves Shumway mixed-use site plan

The Moab City Planning Commission on Jan. 8 conditionally approved a level-2 site plan for the Shumway Mixed Use Development, a three-story commercial building proposed for 1082 South Highway 191. The approval, Planning Resolution 1-20-26, requires the applicant to obtain final retaining-wall design approval from the city engineering department and to address all outstanding staff comments prior to building-permit application.

Johanna Blanco, Moab planning staff, told commissioners the applicant submitted on Aug. 29, has gone through three development-review rounds and that the site plan shows about 30 parking spaces, ground-floor retail or eating establishments and upper-floor office uses. Applicant Ty Shumway said he has soft commitments for roughly 90 percent of the building’s leasable space, including potential medical tenants and a cafe. "It's been a few years in work in progress for us," Shumway said, adding he expects to move his construction-office operations into the building's third floor.

Corey Shurtleff, planning coordinator, asked that the motion include specific language tying outstanding comment resolution to the satisfaction of the city engineer and planning coordinator and requiring the final retaining-wall section to be approved by city engineering prior to building-permit approval. Commissioner Jill Tatton made the motion with that condition; Commissioner Carolyn Conant seconded. The commission voted 3-0 to approve the conditional resolution.

The approval is a site-plan-level decision; building permits and final engineering reviews must still be completed. The applicant and staff said they will proceed to the building-department submittal process and return for any additional required reviews.
