Commission asks staff for an implementation plan and broader outreach on ROW code update

After extended public comment, commissioners and staff discussed how to move forward with the right-of-way and zoning code updates. Staff said they could prepare either (a) a paper implementation plan for the commission to edit at the next meeting or (b) an outreach proposal including survey text and tabling options; commissioners asked for both.
Staff described prior outreach results: recent business-zone outreach yielded roughly 115 responses and some comp-plan surveys reached about 90 respondents, and staff said targeted outreach (including hiring a community advocate for Spanish-language engagement) had improved reach. "We got by Bellevue basically ever were, to the end in 2024, Brian did a business zone survey that got around 115," staff said when asked about response rates.
Commissioners suggested a mix of short surveys (about eight questions), town halls, and informal tabling at community locations to increase engagement without overwhelming respondents. Several commissioners recommended producing a redline/blueline packet showing additions in red and moved but unchanged text in blue so residents can more easily identify what is new before adoption.
