Developer acknowledges past subcontractor errors, pledges tighter oversight

During the public hearing the developer (who identified as Natapong) addressed criticisms about construction quality, saying he accepts responsibility for mistakes in earlier projects and has changed subcontractors and oversight practices.
The developer told the board he had asked subcontractors to correct deficiencies, offered to coordinate inspections with the town code officer and said he would work directly with abutters to address buffer and site-appearance concerns. A contractor representative, Walter Pierce, told the board the crew quality has ‘‘improved drastically’’ on more recent projects.
Board members noted that construction oversight and certificates of occupancy are enforced by the town’s code enforcement office, not by the planning board, but said they expected the developer to demonstrate corrected processes and to present required documentation and tax/sewer clearances before final approval.
