Valerie Wanda said staff was seeking direction about whether the board supports selling a dedicated slice of land so the developer could provide townhomes and a pathway to homeownership: "If the district would just be interested in selling that slice of the land only, and that's one of the takeaways that we have for today," she said. Wanda added that the developer's written proposal included a public-park concept and indicated priority for district employees in homebuyer allocation.
Board members expressed support for the concept of attainable homeownership but asked staff for detailed financial analysis and a market appraisal, and to weigh the fiscal tradeoffs of selling public land at a reduced price (to enable affordability) against alternative approaches such as ground leases or public-private partnership structures. Several members asked staff to analyze whether an explicit board decision up front about the "highest and best use" for surplus lands would streamline subsequent negotiations and public engagement.
