The Donald City Council voted unanimously (6-0-0) Jan. 6 to approve Resolution 607-26, extending a development moratorium originally adopted July 8, 2025 through July 8, 2026. The motion was made by Councilor Michael Coffman and seconded by Council President Jan Olsen; the council also instructed staff to amend Exhibit A 2.(c) so the date reads July 14, 2020.
City Manager Eric Underwood told the council the moratorium extension responds to current sewer-capacity constraints and to conditions set by the Oregon Department of Environmental Quality (DEQ) that must be satisfied before the moratorium can be lifted. Contract Attorney Andrew Cole outlined that the city needs adequate irrigable land to expand sewer capacity and that the precise acreage required is uncertain because it depends on soil saturation and what crops would be used for irrigation. The council did not record public testimony opposing the extension in the minutes and the hearing was closed at 7:11 p.m.
The resolution as approved formally extends the moratorium and includes the clerical correction identified by councilors to Exhibit A. No additional amendments or conditions were recorded in the minutes. The council's recorded vote was 6 yes, 0 no, 0 abstain.
