Desert Gold RV Park appeals Carlin billing; council tables appeal and delays water-code changes

Daisy Uribe and counsel Zach Gerber told the City Council that Desert Gold RV Park was being billed per pad rather than per installed meter, producing disproportionately high charges. Uribe said her analysis showed the park was paying "nine times more than a local hotel" and that 95% of the park’s bill was fixed service fees; she stated the park had paid to install two water meters so it could be billed on consumption.

Legal counsel Zach Gerber asked the council to approve meter-based billing retroactive to May 2023, citing Carlin City Code provisions and Resolution 2022-07 as support. City Attorney Lauren Landa and Mayor Holbrook identified ambiguous language in existing resolution and code; Landa said the current resolution defines billing units per pad, while Gerber argued the intent and code allow meter-based accounts. After discussion, Councilmember Margaret Johnston moved to table the appeal to the next meeting for additional analysis, Denise Taylor seconded, and the council voted unanimously to table the matter for January consideration.
