Laura Patton, the city's planning director, opened the informational presentation on the draft comprehensive plan, noting the last complete plan was adopted in 2014 and that staff began update work following hires in 2022. "Soon after I got here in 2021, we started looking at updating our comprehensive plan," Patton said, describing a two-phase engagement that included online surveys and community nights.
Patton said the update distills public input into six foundational themes and six guiding principles for use across chapters, and that Tallgrass (landscape architecture) completed the bulk of the current draft after the city parted ways with an earlier consultant. She emphasized staff will run a public input period before adoption; the council was asked to review the large draft and flag areas of concern for the public rollout.
