City Clerk Chazokovich asked the council to approve an enterprise subscription services agreement with Onsolve (branded Code Red) after staff determined the Tyler Notify platform did not meet the city's needs for public notifications.
"This is a platform the city utilized previously and had anticipated utilizing Tyler Technologies' Tyler Notify in replacement of Code Red. As staff was implementing the Tyler Notify platform, it wasn't what we needed for a public notification system," the clerk said, describing the rationale for returning to Code Red. Staff told council the proposed service would allow transfer of the prior user database and that fees increase annually; termination requires 60 days' notice. The packet proposal listed a cost of $6,069.31 for the services described.
Councilmember Davis moved and Beauchamp seconded approval; the motion passed on roll call. Staff said using Code Red would enable a more robust public-notification capability than the interim Tyler implementation and would let the city resume proactive alerts promptly.
