Marshall County approves $48,600 change order for jail testing after concrete concerns

The Marshall County Commission on July 22 heard from project staff that an additional $48,600 is needed to complete required testing on the county jail addition.
Kevin, the project representative, told the commission the original amount budgeted "for the complete testing of the project was around $400,000" and that testing covers soils, footings, concrete and structural-steel inspections. He said a testing firm has issued a $48,600 change order to finish the work because the contractor exceeded the originally allowed testing timeline and more testing is required to ensure structural integrity. "So they put out a $48,600 change order, and this is what they estimate it will take to finish the project as far as the testing goes," he said.
County staff and the representative emphasized that the testing program is important because earlier concrete problems forced removal of some walls and rework; the testing verifies concrete strength and reinforcing steel. The commission was told the change order is an estimate that could be lower or might increase depending on future construction progress; staff said they are working to determine how much of the overrun the contractor will be liable for.
The chair said the county would cover the change order from the capital improvement fund. Staff described the change order as necessary to close testing gaps before roofing and weatherproofing are completed on the dorm and cell-block areas. The motion to approve the change order carried during the meeting.
