MPO programs $250,000 each for freight mobility and South Laredo planning studies

During the UPWP presentation, S4 outlined several special studies the MPO plans to program in FY27. The MPO would contribute $250,000 toward a long‑range freight mobility plan in partnership with the Regional Mobility Authority (RMA) and the City of Laredo; S4 said the Army and the city would contribute additional funds and that the Army would be leading the freight study with assistance from its general engineering consultant.
S4 also said the MPO has a request for proposals out for a South Laredo multimodal transportation planning study and that $250,000 is programmed in the FY27 budget for that study. “We’ll be engaging with stakeholders, council members, county commissioners…to make sure that we’re planning for the future of South Laredo,” S4 said. The presenter compared the South study to a previously completed North Laredo study and said projects identified would be candidates for the Metropolitan Transportation Plan (MTP) and the city’s thoroughfare plan.
The committee discussed neither objections nor amendments to the programming for these studies before moving forward with the UPWP adoption. The procurement and partnership arrangements, including lead agency roles and matching funds, will be determined during consultant selection and interagency coordination.
